      The most effecient way found to get started has turnkey business model has minimal cost to make.

      Well, the answer is no. Actually it depends on what you are trying to advertise. In any case you need to have a website/webpage to land people on when they click on your ad.
      Now, whether you should have a business depends upon what you are trying to sell or promote (regardless, you HAVE TO HAVE a website/wbpage). For example, if you are a private tutor trying to get leads/customers through ppc ads to come and take private tuitions from you, be it for math, science or even music lessons you don’t necessarily have a full flourished business, but you are advertising. When people click on your ad they might be directed to a simple page where you will inform them about what you have to offer, the charges/rate for your service, your address, your working hours, etc and more information. So you don’t necessarily need a business. But yes, you do need a website.

      Also, Pay Per Click is not as easy as it seems, it is not as easy as creating a account and VOILA! It involves a lot of analytics, logic, and experience in order to be successful. Not trying to discourage you, but you really need to dig up answers on your own by researching on the iternet, rather than trying to find out solutions by asking questions through Yahoo Answers. ALL THE BEST FRIEND, really :)
